Seabrook Rates -- Robert Harrison, president of Public Service Company of New Hampshire, announced Friday a new proposed rate increase plan once the nuclear power plant starts operating. Harrison told reporters that the company would ask for a 10 percent increase a year for five consecutive years, making the total compounded increase 61 percent.
